A water pump that uses...tides, I guess, but any rhythmic motion will do.
When the outside water level (to the left) drops, the low pressure causes the water on the left side of the structure to be siphoned upward, where it flows into the basin of the next level up. When the outside water level rises again, the high pressure pushes the water up on the other side into the basin of the next level up. It eventually gets to the pipe and flows out.
I guess you could think of it like a sump pump. Build one of these in the wall of a coastal city and the tides and waves pump out any water inside. I doubt that's actually what it is, but that would be one possibility.
