After you install those two fairly small apps, you'll need to do vi filecheck.sh (replacing vi with the editor of your choice, such as nano or gedit. If you're a newbie, try using nano)

My script already does 4 since it checks lsb_release. 3 could be a problem , since it checks for existing entries in /etc/sources.list . 2 I kind of don't get this one; the script only deals with what you want to enable, if you ask for security, it enables security, nothing else is touched. 1 is confusing because the repositories archive.ubuntu.com and security.ubuntu.com are canonical servers. If these don't exist , it means ubuntu doesn't exist, it's stopped being developed
Well, I guess i'm not getting something bigger here. . . . As far as GUI thing goes, it rewrites the file each time, the file itself is never empty . . . . And if it's empty, GUi thing writes whatever sources you chose to the file

So . . . you want the script to check what releases are enabled . . . That means traversing the sources.list and checking each line that matches pattern /^deb.*/ for the type of release in field $3.
 
First check the enabled repositories. After that, check the server and the release for enabled repositories. If there are two different servers for one repository, eg: deb archive.ubuntu.com/ubuntu wily main and deb us.archive.ubuntu.com/ubuntu wily main, create an entry for both servers. @Serg
