and earlier MS specifications made that mandatory to pass testing
and ubuntu has a shim and fedora a completely signed bootloader to work with secureboot

because Secure Boot is very powerful, if you can add your own signature. I actually use it with shim.
i honestly do not remember microsoft requiring that. I know they require Secure Boot to be active, but not that adding other certs is unaccepted.

Oh, and a downside of not properly implemented UEFI is that rm -rf / can turn your mainboard into toast.

EFI/UEFI/Secure Boot is very good and useful if it's implemented properly on the machine.
