hmmm, this is bizarre. When I look up delegate count for republican, it shows 996, 565, 153 for the top 3 candidates, with 571 still available. If you add all of them up, you get 2285, so the majority should be 1143.
but the delegate count is 1237

That's for the initial round of the convention voting.
 
You need a certain number to be nominated.
Once you're nominated, you can win.
The final voting, which decides who wins, is STV; the nominations are... also STV, I think.
So after the first round, some people might switch and that number could go down? I'm not sure.

In the GOP convention, the delegates are mandated to vote according to their individual state primaries, but only for the first round. After that, they can vote for whomever.

@El'endiaStarman This may be conflating the conventions with the actual Presidential election. The Constitution specifies that if no candidate gets a majority of the electoral college vote (majority, not plurality), then Congress gets to decide by vote.

@muddyfish It might help to have a few test images and their outputs, to exclude any alternative interpretations of what you mean
For example, preserving aspect ratio is not possible in all cases, so a test case where the aspect ratio is altered by rounding up/down would be good. Specify which way must be used in the spec too.
