Q: Novel where anti-gravity devices are attached to a submarine and it floats to the moon

chesterwoolahI'm trying to remember a novel I read (probably in the early 70's) about an inventor that develops an anti-gravity device that looked rather like window blinds. @Marvin I know one with a human with long neck wearing a turtleneck sweater, and a different character who's an alien and came to Earth and tried to disguise herself, but neither of them are blue, so it doesn't seem to match well.
