Q: Novel where anti-gravity devices are attached to a submarine and it floats to the moon

chesterwoolahI'm trying to remember a novel I read (probably in the early 70's) about an inventor that develops an anti-gravity device that looked rather like window blinds. These devices are attached to a small submarine and it is flow to the Moon. I believe on a rescue mission. The book may have been YA.

@Marvin I know one with a human with long neck wearing a turtleneck sweater, and a different character who's an alien and came to Earth and tried to disguise herself, but neither of them are blue, so it doesn't seem to match well.
Also it's from the 1990s, so too late for that question.
