I believe that you must wait 15 minutes between making posts on reddit, let alone create subreddits
 
Submit a request for a subreddit. Give an overview of what it's intended for.
Somebody from reddit reads it, and approves or denies it.
There you go.

From what I understand, moderators are whoever created the subreddit and anyone those users appoint. Moderators do not answer to anyone, they can pretty much do whatever they want. So you can get anything from no moderation at all to blatant abuse in any subreddit. I'm not really suprised that this is not a recipe for quality.
