Good. You want to find the Hz of the sound being generated by the whiten noise machine. It should be a wide spectrum but easy enough to filter for. Seeing as it is on, capture that.
 
Will these LEDs be hidden and any time the machine is turned on they'll blink in @HeatherBrown's roommate's eyes?
 
Now, you'll want to off-set something to make it dissonant. So you'll probably have to go above or below the spectrum but that's easy enough to do and it will still change the sound waves.

You won't even hear it if you're on the side of the machine that the second speaker is not.
You (white noise machine) person (speaker) or some combination of that.
Now, what to do with the LEDs...
You could probably use a timer and a motion sensor and hide a single LED in a very good spot. Then, if they've been idle for a while - you can guess they're asleep. When they then have been idle for $MINUTES you can flash the light - just once.
