This says it all: the certificate is a wildcard for *.stackexchange.com but this does not map to the meta site (the * matches a single level only).
Did the meta site ever work with HTTPS ?

@Iszi If Cloudflare is used, then they must use some specific configuration to recognize the true target site (SNI or Host: header). If the certificate is broken for the meta site, then chances are that they did not configure the routing for the meta site, thus resulting in an error code.

@Iszi Apparently, if you connect with OpenSSL (openssl s_client) and send custom HTTP requests, you get a 403 unless the SNI and the "Host:" match, and the target is a "known site".

If the target is a known site but there is a SNI/Host mismatch you get a 403 with a detailed explicit message.
