the base clock is something like 100 or 200Mhz.

the multiplier is adjusted, not the clock, though the effect is the same.

though, it may be wrong, as I haven't checked since like the 3000 series.

IIrc, AMD has a turbo mode at least on the phenom II where they disable half the core to overclock the remaining ones.
