@djsmiley2k General guideline? Check if it's UEFI or BIOS-style boot. If it's BIOS/MBR, verify that active partition is pointing to the boot partition (may be different from main Windows system partition).
In startup repair, load the BCD and check that device and osdevice are still pointing to the right partition (system partition).
Since it's getting into startup repair I'd assume at least it can load bootmgr and read the BCD actually, so the active partition check might not be necessary.
