@EliahKagan I really thought I'd replied to this earlier. I'm sorry for not doing so. It looks like I conflated the message I'm replying to with your message later in the day.
Yes, blacklisting this was fine. It's sufficiently unique such that FP are unlikely, even though it wasn't on the watchlist much prior to being blacklisted. Typically, I'll put apparently unique terms on the watchlist, rather than directly on the blacklist, then move them to the blacklist once they've been on the watchlist for a bit and have detected some additional spam. I consider this to be something of a sanity check to verify that there aren't significant numbers of unexpected FP matches.

I don't know if it should be reported to Smokey, so I'm leaving that here for peer review:
I flagged as rude. Saying that "thin, unusual voice and no manners" could be a hint to the character being autistic is (to me at least) a very misguided and disrespectful sight of the autism spectrum (unless the writers specifically said it was their intent, which would still be rude but make the answer "okayish" if it's quoting them). — Jenayah 5 mins ago

@Das_Geek @Jenayah Not without approval of the ROs & site mods. It was discussed in the room. The response was "meh"/no. Without explicit buy-in from the ROs and moderator(s), my judgement is to leave it the way it was set up by @Mithical (i.e. how that room wants it). [Mod buy-in is needed because one did weigh-in with a "meh"/no.]
From Charcoal's POV, we're fine with whichever way they want it in that room. However, I have already specifically asked if they want non-moderators to be able to give commands/feedback in the room. I'm not going to go against the responses I received at that time. I happy to have the room discuss it again and come to a different decision, but that's up to them, not us here in CHQ.

@Jenayah In case you ever need some bedtime reading, here's the list of country codes
 
@Jenayah For USA numbers, they are commonly written either with or without the 1. When they are without the 1, it's either understood that you should type it, or the system you are using doesn't require it. Thus, spammers are just as likely to list the number either way.
 
Okay then! Didn't realise there were single-digits country codes (which in hindsight is silly, but being European I've only ever encountered two-digits codes)

Oh I see. Larger countries were originally given two digit codes because the rest of the numbers necessary for unique identification were so long
I remember when I was younger I only needed to put in seven numbers for a local call
Then they overlaid my county with two other codes, and now i have to type 10 numbers :(
 
I didn't expect to learn about country codes today. Indeed, looking at upload.wikimedia.org/wikipedia/commons/3/3e/… a good bunch have three digits, but all foreign calls I ever made were to two-digits one
