We should probably try to form a consensus on these kinds of questions, especially those "not spam but too crappy to say FP".

Also, the 196 weight FP on SO yesterday could hardly be addressed to double-dipping, because it was just a legitimate question asked by a programmer of a typical spam site.

@iBug IMO, that was more because the website blacklist permits matches anywhere, i.e. not bookended by \b (although we'd need something more complex than just \b to be accurate. The website blacklist was triggered by a site that was caught with something like foo\.com, but the domain was "abfoo.com". Admittedly, the actual domain did have enough tp to qualify for the blacklist on it's own, but it wasn't actually on the blacklist.

@iBug I though I said that, just that the blacklist entry wasn't actually targeting it. The real problem is that people aren't remembering that it's not bookended by \b when they make each entry. Largely this is because the watchlist and keyword blacklist are bookended, so people assume that what they have will work the same.

The direction from moderators has been mixed. When not evaluated in isolation, then they have often killed the post. When there haven't been other spam posts at the same time with that domain, they've left those types of questions (i.e. closable, with "fix my site [link]"), just closed them and permitted them to be deleted by Roomba.
 
Good question, @iBug. I think everyone deserves a second chance. Live and learn. At least once.
