@Makyen In this case we're talking about 1) a low rep user that 2) usually very rarely gets more then 1 upvote / day 3) getting 5 upvotes randomly spread across their posts in 4) a couple of minutes and then 5) nothing else for days afterwards
 
Not trashing the new kids on the block at all... But they are still learning. Could be the case imo.
 
I'm not saying it is, just not clear that it's click & vote w/o reading/evaluating. It's still a bit much, and I don't think the flag should be declined. You raising the flag is helpful. There's no way for you to investigate further. You have to kick it up to them, if you see something you think is suspicious, which this is.

@Magisch yeah that wasn't a mod who did that I think and the mod tools all look pretty clean now. I think if someone self-deletes it effectively erases all trace of vote fraud as far as mod tools are concerned.

The point of this conversation was that your flags are generally helpful, and that it would be a loss on the moderation side of things if you gave up. While the declined flags can be annoying (I got flag-banned by Shog the other day on IPS), and I'd still recommend @Flexo taking a look at the end of /help/mod-flags, it's still better for the site that you keep raising them.
 
Question is, can you even retract a modflag and flag it again?

@Magisch You're currently responsible for 1/3 of the mod queue, I'd hardly say it's been a mistake. Your flags have resulted in me creating a userscript primarily used to handle your flags. The majority end up finding sock puppets/co-workers. A non-negligible amount result in us finding huge voting rings.
You said it's difficult to tweak the query to be tighter on the time range - but surely, you could check the range just before raising a flag? In any case, please don't get too miffed at declined flags. You're definitely having a positive impact on the site.

My process is this:
1. Open the rep summary
2. Check if the groupings are reasonably close together
3. Check if it's outside the normal pattern of votes for that user
4. If all of the above pass, check if there were other incidents that I can reference
5. Flag
6. Mark as TP/FP in my spreadsheet
Takes about 2 minutes per user
