@quartata yes - declining flags is one way of telling flaggers they're not flagging well. It discourages them from doing so.

but that's an automatic system
 
right, and every moderator has a different way of handling these "gray area" flags where action was needed but not that kind of flag
for red flags I'm totally cool with declined over disputed since red flags should be used more carefully
