back when I was doing this actively I got the impression that there is a geo factor (only serve the bait if the visitor is from the targeted locale) and perhaps also a random factor
so if the promotion is for pills to Canadians it would only show you the order form if you were visiting from Canada, and mostly give you a 404 if you were not
