You could raise a custom flag explaining your concern if you really want to, but unless you understand the subject matter well enough to judge whether or not that answer is actually useful, don't downvote, don't comment, don't do anything at all.

That would depend on the site. The answer still stands without the link, it does contain enough information to tell you that "I've written this thing that would be useful here". You need the link since it doesn't sound like something that could fit in an SE answer. Links don't make an answer bad by definition, certainly not if the answer is suggesting a resource (and the question is one where a resource can be an answer).

For a more extreme example, an answer on hardware recs that says that "This particular piece of hardware would work for you. It has features X,Y,Z and you can find the manufacturer's page at example.com"; wouldn't be link only.

It's remarkable to me, that we automatically find all this spam, yet can't post spam that will get auto found! Yet all these spammers somehow have no trouble in MAKING SURE that we catch it instantantly
