[updates] So... I adjusted further for All Sites, two conditions each give me 100%: 280 weight and 3 flag reasons, or 140 weight and 4 flag reasons. On another 9 specific sites (SU, MSE, Arqade, Ask Ubuntu, Finance, Ask Different, Graphic Design, Drupal, The Workplace) 100 weight and 3 reasons gives me 99.98%, which is Good Enough.
