Well we are evaluating the multivariate normal distribution (well up to a constant factor) on integer points. If the singular values of P get larger, the central blob of the normal distribution gets smaller in the directio nof the corresponding eigenvector. (That means goes to zero way faster.)

So if we find a set of integer points that is enough to evaluate a matrix with the lowes possible singular values (every singular value is one in this case) then this set can also be used to cacluclate your sum even more precisely for other matrices P that have larger singular values.

@Lembik Fu*ck I forgot something. I always imagined a normal distribution which is obviously always scaled to integrate to 1. That means the constant factor gets smaller as the number of dimension increases. Which is not the case in your challenge. But It shoud still be possible to extract an upper bound.
 
@AlexA. I finally know why you ran into that SSL issue. It's not Safari's fault. Quite the opposite. Safari, Firefox and every mobile browser has a stricter SSL chain policy than say Chrome or IE etc. Even if the cert is valid and verified, the browser will still refuse the connection, if the server doesn't serve all certs (Chrome etc. just download the missing ones from the CA).
You can check any site here. If there is a broken chain, the rating will be "B" and there's a warning. If not, the rating will be A or A+.
TL;DR: It's a feature, not a bug.
