@Xnero OK. So, the short answer is: You have a short list of items from which you want to determine the most recent status of some of them based on some criteria that make some of them unique within the list.
So, scan through the list while building another object that is indexed on that unique criteria (even if you need to build an index from more than one value). As you scan the list, you only replace a value in the new object if the existing entry has an older timestamp than the one you are replacing.
You now have an object that contains only the most recent status for each thing that's unique based on the criteria you consider to differentiate them. Now, filter that object into a new object/list removing the types of entries you don't care about (can be combined with first step, which is particularly helpful if there's a lot of entries you don't care about).
You now have an object which contains only the most recent status of the things you care about. Now filter that (into another object/list, or removing from the current object/list), to remove all which are in the state that you consider to be good (i.e. "success").
You now have an object/list which contains only the entries where the final status wasn't the state you wanted/considered good. If there are any entries in this last object/list, then you know you have something you care about that's in a state that you're not OK with (i.e. if there are any entries, you don't proceed and report that CI isn't complete or didn't pass, depending on the state(s) you see in the entries).
There are various optimizations that can be done in this process, but that's a general procedure.

I'm not saying you were planning to continue, or need a response. I'm just making sure that you understand it's at the point where it needs to be dropped.

@Xnero There can be more than one CI process. There can be more than one CI provider. Each CI provider could be reporting status for separate jobs within a single run of the CI suite. You appear focused on having a single entry. It is correct that there is, now, a single entry in the status and two in the checks. However, that is subject to change, and has been different in the not to distant past (and is expected to change).

Your code shouldn't be an additional dependency blocking such change (and which wouldn't be known to someone making the change to CI testing in the future) when it isn't that hard to do the check in a generic manner, rather than taking a short-cut, which isn't all that much shorter.

@Makyen I get the GitHub Actions and have already written code for that. How do I differentiate the different checks from different providers? e.g. if there are 2 CI providers and they are both pending and one is success and one fails, how do I link the pending and the result together? How do I know they're from the same provider?

Each room has a description which you can find at the top of the right-sidebar (browser), and/or on the room's info page (browser and mobile version). This room's description is a bit tongue-in-cheek, so I understand your confusion as to what goes on here.
This room's focus is on the Charcoal project, which is primarily about finding and eliminating spam and rude/abusive content in posts on all Stack Exchange sites. This is done primarily by evaluating reports generated by the SmokeDetector bot and taking action on the posts which those reports are about, when the post needs some moderation.
I understand your desire to post your messages in a room that has a lot of recent traffic, but you should resist that desire. In most rooms, people tend to react quite negatively when someone comes in and asks about something that's not on-topic for the room, particularly if it's quite a bit off. I strongly recommend you read a room's description prior to posting and any FAQ or information linked from the description.
Overall, this isn't the right room for what you are asking about. You might want to try looking at the list of rooms on Stack Exchange Chat, and/or the list of rooms on Stack Overflow Chat. Those pages have a search function, which might help you find a room that's appropriate for what you want.

@Makyen I have a workaround for CI checking which I'd like you to check. Per the documentation, a combined state of "pending if there are no statuses or a context is pending". If a state (CI) files, failure would be returned as "failure if any of the contexts report as error or failure". So can I just check the combined state for pending and then it is assumed CI has succeeded?

@Xnero You can't use any reported overall state that is a combination of all reported statuses, because you're supposed to ignore the state of PullApprove (which will normally not be success when your command is run) and GitHub pages builds (which we're deciding we don't care about for this command).

@Xnero Because you are not to proceed unless all of the most recent statuses from those we care about (the actual CI testing) is in the success state. The overall status will be pending while the CI tests are running. It is quite likely that your command will be run while the CI testing is currently running. You are specifically supposed to not proceed under those conditions. If you are looking only for pending then you would proceed in that situation.
 
and if CI has succeeded but PullApprove hasn't been passed, you still won't get a success
making the overall state not working
and you would HAVE to verify all other CI states except PullApprove are success in order to safely ignore PullApprove and accept an overall 'pending' state

@Yatin Yes, as mentioned by ArtOfCode, the change was intentional. As stated in the PR, the main reasons for the change is that race conditions can, and have, resulted in the messages without a link to the post being after a different report (i.e. it's not guaranteed that you can actually tell which post got the feedback without a link), and some people have mentioned that they'd like a FIRE button in all the feedback messages.
