@Xnero If the pull request has conflicts is equivalent to if GitHub thinks it can be merged, which can be tested via the API: docs.github.com/en/rest/guides/….
As to the status of CI testing, it looks like that's possible through a combination of the checks API (for GitHub Actions) and the statuses API (for external CI testing). Both are based on the commit, so you will need to get the head commit SHA from the pull request.

@Xnero Touching more than one file is normal/expected (e.g. move a watch to the blacklist, the reverse, or break a watch into 2 or three things which go on different blacklists). My intent was total lines changed, but I'm willing to consider other metrics.
The overall intent of the limits was to set a demarcation where more care needed to be evidenced than a single person approving via chat. With a single person able to approve it with a chat message, it leaves merging open to someone just typing/copy-&-pasting the wrong PR number, which can and has happened. That's not too much of a problem with single changes, but as changes become more complex, inadvertent approval is something to put a bit more effort into avoiding.
We should consider if it's appropriate for people to approve their own PRs. That might be reasonably solvable by always requiring approvals from two people. Hmmm...

@Xnero All of the most recent set of CI tests for the head commit need to have passed, with the exception of PullApprove. For the CI tests, there may, or may not, be multiple CircleCI tests which are distinguished by the value of context.
You should verify that any context which has an earlier pending state also has a later (based on created_at) success. You should also verify that the state for the context we know should be there, i.e. context = 'ci/circleci: build', is success.
It would be good to put a comment in code that the ci/circleci: build value depends on the .circleci/config.yml file and a comment in that file too that the "build" name is hardcoded in SD in whatever file it's used in.

@Makyen Some of the builds in the link I sent are pending though, why?
 
@Xnero It's a sequential (based on created_at and/ or modified_at; being ordered in the array based on time appears likely, but I wouldn't consider it guaranteed) record of the status updates which were received by GitHub about that commit. The status updates are, usually, from external providers (but also include GitHub pages), and reflect something the provider is doing.
For the CircleCI status updates on that commit, the first one in time says "Your tests are queued behind your running builds". The status then changed to "CircleCI is running your tests". The lastest status was "Your tests passed on CircleCI!". The first two were programmatically indicated by state='pending' and the most recent status for that context was state='success'.
