@Ben The individual accounts will get auto-perma-banned pretty quickly just from flags, but it's up to a higher authority to prevent them from just making new ones.

Charcoal HQ is a room for a couple bots that have a number of built-in heuristics for detecting actionable posts - not just spam (though that's mostly what it's detecting at the moment).
