The hamster then seems to be basically laughing incontrollably, but then you realize that what it's actually doing is record whatever sound it picks up and then play it back distorted. So it basically says back "officer Dobrynin, show your papers please" but in a high-pitched chipmunk voice.
It does take just that couple seconds to actually dawn on you. I was like meh at first, but then started laughing incontrollably much like the driver does in the video.
