I think there's a bit of a disconnect here. On site only EL&U moderators can see flags. But this isn't on site, this is in chat. Stack Exchange chat spans all ~130 sites, so all moderators everywhere and users with 10k global reputation see spam/offensive flags.

Generally if you want to ban a specific behaviour that is not clearly offensive/abusive you need to hash it out on English Language & Usage Meta first.

@Seth People answer close-worthy questions on the main SE sites all the time (not to offend people who answered this particular question on this chat room), and some of those answerers aren't even rep hunters. Does this mean it's Okay to ask close-worthy questions?
Well, people will have different opinions on what is close-worthy. But people answering a question then casting a close vote, arg that's a personal gripe of mine
I didn't know my flag would attract this much attention, or I would've dealt with it in some other way perhaps. But I don't think it's wrong to be against proofreading questions.
@Færd also the questions he is asking are totally on scope. The regulars here have discussed it and it is appropriate.

@Færd yes that would be annoying. We've told people to be temperate with such questions in chat and @Shafizadeh has been very good, not swamping us with too many
