When people add "Wi-Fi" to something, with the suggestion that customers could, theoretically, get internet access, what is being discussed is a Wi-Fi Access Point.
An AP provides access to nearby clients
But that AP needs to pass the traffic onto the larger network using some other tech, usually a wired internet connection, or cellular (3G, etc)
 
To me it sounded more like they were just mentioning passenger Internet access in case readers might misunderstand the purpose and nature of the system.

What the Wi-Fi is even for isn't even explained.
It's like if they said "The TTC's new bus location system uses electricity, but don't get your chargers out yet, you can't plug your phones in to charge them while riding"

I think one reason why people don't read the context is that they know their flag will not count unless they press the button immediately.
