Yes, and the only other office I can think of does, but it is not something I would note unless I was opening a window at an office.
So that's just anecdotal and obviously biased sampling.

THe big office buildings that I've been in have windows that are all unopenable, the expectation is that the air is totally controlled (and an open window would mess that up)
