Is there a better way to phrase "This is a collaboratively edited question and answer site for professional programmers interested in conceptual questions about software development" so that the "conceptual questions about software development" is first, and the "professional programmers" is second, since the site is about conceptual software development instead of professional programmers?

That's the tag line for Programmers.SE. The site is about conceptual questions about software development, not about programmers, so I wanted to suggest they change the tag line to make it clear upon first glance that the site is about the topic and not the type of user

But I must confess, I've always been confused by programmers.SE.
It seems to have a very narrow definition of what's acceptable; and a definition that's far from clear. And yes, I have read its FAQ.

I think it's because the site is named after an audience (Programmers), and there are many SE sites about Programmers, so they try to be very specific with it

Yes, but if they hear about it often, it's because the name DOES need changing. It is basically the worst possible name.
If the name were clearer, you wouldn't need as much detail in the tag line. So ONE problem that the name is causing is this very discussion about including everything that the tag line needs, without making it too long.

Meaning, don't ask specific programming questions. If it's "how do I do XXX in Java", it belongs on SO. But also, don't ask questions that aren't specific to programming, because these belong on Workplace.SE.

But it's true, right? There is SUCH a narrow line of acceptability there. And Yannis works incredibly hard to keep people on that line (and I'm sure that the other mods do too); but the result is a lot of people who get discouraged by having their questions quickly closed.
