For my 4th year final arts project we had to mimic an artist
I was a lot smarter that time
There's some artist that wraps all kinds of objects (and islands) in wrapping paper
so I did exactly that
I took the leftover mussels in the pan outside and wrapped that shit
then I wrapped a friend in class
Enough to pass.
That was the moment I became a certified artist

Certainly pandoc is not going to produce broken data by design. You can judge how stable it is by running it's docx test suite and also by doing code review of the metamodel→docx generator. That's one of the believed powers of open source. Still your definition of safe and the problem statement is quite unclear to me as all real web browsers I've seen can render even malformed html.
