My opinion, take it for what it is (don't know C#)... You've recommended two things:
- 1) Make a ternary
- 2) Change scope of a variable
(2) I feel is fine, albeit seems pretty minor
(1) unless there are obvious benefits (performance, etc.) to using a ternary, I feel it's just telling the OP "Oh you can also write it this other way and it does the same thing"
Which they could already know but decided against just for readability or to use more common things that most programmers would immediately recognize, rather than have to RTFM to understand what the code does
That said, I don't think your answer is bad per se, but I think it could be improved a bit. I would say it's good that you picked up on that and asked others about it :)

I find it interesting that you interpret it that way. I think most people would answer your question with what they think it returns, because most people don't really think further than that and very often build code that they assume will work in a certain way because that's what they intended.

It is the responsibility of the copyright owner to manage their copyright, not the govenrment....
 
So, you could sue someone for copyright violation in a civil court, but not in a criminal court.
 
And, if you sue someone, and they violated, they could be found "liable" (not guilty), and a liable person may not be able to make suitable "restoration", and then they "may" go to jail.
On the other hand, if I copy a song, and I am found liable, then an option for me is to just pay the royalty (and any legal expenes), and I am no longer liable.

In my country we don't differ between a crime and what we refer to a civil infringement, but we do have different courts for it. Copyright infringement is counted as a crime, but the copyright holder still has to sue the individual. However, sharing copyrighted material is a crime by the English definition; the police is actively searching for the torrenters.

I download Windows and Office and other content legally.
 
Shopping through any e-store for e-material is legal downloading :P
 
Anyway, downloading for personal use is already ruled to not be copyright infringement:

Well, I'm back, but, for the record, there's a difference between doing something wrong, and making that a crime. I would never suggest that people should do the wrong things, and certainly never convince them to do criminal things, but, they should also know what their rights, and responsibilities are.

copyright infringement is/was something between the copyright owner, and the infringer, and the infringer needed to make restoration to the owner.
 
However, there should be a way for the government to be able to track down and arrest professional digital thieves.
 
An analogy may be .... library books.

Then it is the responsibility of the library to sue you for the difference... beccause the library is the 'plaintiff', not the United States of America.
