If it was on the Mac I'd say it was because the app is singlthreaded so it only uses one CPU. On the Ryzen I don't know because 25% is 3 CPUs.

If you have the ability to combine results over multiple runs you can even just start, say, three instances of the program running.

If it's using GPU presumably it's offloading some of the calculations onto the GPU.
You may be seeing some latency in shuffling data between the GPU and main memory
 
So it is my god damn RAM latency

To do a calculation on the GPU you have to transfer over the initial data, let the GPU churn then transfer back the results. The transfers are always going to take time.

E.P.A friend of mine has a very nicely typeset paper on the arXiv and I would like to adapt large parts of the typesetting for my next paper. The regular pilot on the run I took back home for vacations during college was a navy fighter pilot alum, and he'd do takeoffs from Santa Barbara navy style: lock the brakes, run the engines up to red-line then let her rip.
 
as I recall that was in the exit row of an MD-80
 
There are short runways in that airport and he never used more than about 60% of them.
