As per usual they've missed the wood for the trees. They're fixing the problem of users not being able to learn to use the site and how it works by adding some nonsense social media feature rather than going to the root cause and helping people learn how the site works

I really like delayed tooltips. So if you hover (actually "hover" as in English, not in the :hover sense) over an element the tooltip will show up after half a second or so, but if you're moving across the element you don't get the visual noise.

Which, unsurprisingly, is how the previous tooltip implementation worked - you can still see it on the post action buttons.
I feel like a lot of the changes are simply for the sake of change rather than anything else

Except the new "follow" action uses the new-style tooltip. So you can mouse across the action row and only the "follow" tooltip instantly pops up.
There is one change I'd make if I were implementing this; once you're in an action zone, and you've waited for the tooltip to show up, then moving between actions results in other tooltips showing up instantaneously.
But otherwise instant tooltips are bad UI.
They should also have put the tooltips for the voting buttons on the left not the right; that way they don't get in the way of the post if you accidentally wander over them.
