I think trying to have an actual rule involving actual counting would be more hassle than it's worth. "Don't be a dick" should in principle be enough but it's not always instantly obvious to everyone what is annoying to others.
1. Don't use unnecessarily long numbers. 2. Don't have too many active clues at once. 3. Don't post a new clue if the defender just passed and is waiting on the contact.
So. 1. Don't have so many active clues that they start dropping off the star-board. 2. Be aware that there may be lots of people trying to play, so filling the star-board with your own clues may be rude. 3. Try to use the prevailing conventions (clues get small unique numbers and are starred, contacts say what clue they're for, ...) to minimize confusion.
so my guess at 5 is that by ACE B.G. was referring to the early computer designed by Turing et al in Manchester, in which case the answer would probably be one of the other early computers beginning with E; my guess is ENIAC.
