@PhelypeOleinik: speaking of arara, I didn't understand the issue. Couldn't we use % arara: makeindex: { files: [ names ] } and get makeindex to process names.ilg?

@UlrikeFischer what do you think about this issue:tug.org/pipermail/tex4ht/2019q3/002336.html? I think make4ht -f odt should work without Xtpipes error in Miktex, but I cannot test it now.
@michal.h21 it compiles fine for me with both systems. As far as I can see with the default miktex tex4ht.env. I don't have the newest java installed, but it is not very old. And I have a tidy.exe in my path. I don't have word but libreoffice opened the odt without complains.
@JosephWright Making close voters names public allows us to rein in overactive closers to some extent, so making the names visible only to the questioner seems like a bad idea. Also, if the names aren't public and only visible to the OP, then the closing become even more personalized, which surely is a bad thing.
I'm a little heartened that other people have raised the same issues, and so it looks like the names might be visible to people with close vote privileges. That would be a better solution.

@AlanMunn I think the biggest issue is hiding the voters makes it harder to come to a consensus especially if the VTC wasn't accompanied by a comment. If you know who cast the VTC and they are active in chat, I think you can more easily work out the problem instead of having to recruit new people to simple vote to reopen.
@AlanMunn -- I agree that making the names of closers known to the OP and to others with close vote privileges is probably a reasonable compromise. Making them entirely private could lead to misuse, for lack of review possibilities.
I know that I can check from where one particular package would be called, using
kpsewhich <packagename>.sty
and that if I want a custom package, I usually have to put it in the same folder as my document.
