Stuff that needs flagging should get flagged. If people from outside validate it despite it being in line with the room's climate those people should get the context first, then make their call.
@GraceNote Even assuming the context needs "in-depth knowledge of the room climate" (that is, more activity than just dropping in), people shouldn't action the flag without the context - instead just leave it be.
That's kinda how the whole merit-based system works. The reason it takes 10,000 reputation to actually see these things is because we expect some measure of developed responsibility and system knowledge in the time it takes you to get that far.
