When you start out, you are allotted 10 flags per day. This number may increase to up to 100 flags per day:
You get one bonus flag per 2000 reputation.

Flags aren't refilled but you can earn more, as pointed out by this answer.

Fine, I removed flag weight. It is gone.
Instead you now see a count of helpful flags you raised on your user profile. You can not see this number on anybody else's profile, just yours.
