To be clear about Shog: he didn’t know the GoFundMe was coming. He didn’t know i would do that. I spoke to him the night before it started and found out several things, but the relevant one was they were going to give him 8 weeks severance with onerous conditions for 10 years work

@McNets The bit you can see just shows how reviewers voted, you can't see who cast votes outside of review (which obviously includes the first vote to close)

So even though review is completed, the question might still be closed by one more vote
It just wouldn't come via review

I VtC'd it (to finish off the process) and have now voted to re-open it, since it seems valuable to me, and the answer is good

The close clears it from the review queue and also allowed me to then vote to reopen it.
It was a mercy-killing if you will, with intemt to resurrect

@McNets Also, it's not from 2013, it's from Monday this week
@MaxVernon As Paul said, the review had already been completed. Once McNets cast the third vote to keep it open, it was out of the review queue.
But seeing four close votes on a question can certainly be annoying, that I can understand
