@Adi As a safety precaution the fluid that is in "water" coolers is non-conductive
However, after exposure to air, dust, hair, etc, it will start to conduct.
AFAIK there are no reported incidents of someone accidently letting out the fluid
Short of taking a knife to it you will have no problems.

@Adi They are designed to be totally sealed, they are extremely secure. If you have an issue with a malfunction then sue the manufacturer to replace your damaged hardware.
I know several people who have liquid coolers and they have had no issues.
Modern liquid coolers come pre-sealed pre-filled in a ready-to-go package. You paste the CPU bolt it on, then install the radiator and you're good to go.
