Take another look at it.
Start with the far left puzzle.
 
These are puzzles, like Japanese paper pen ones.
First question: 'what do I even need to DO???'
 
The far left puzzle makes it pretty clear what you need to do.

It's a very simple rule.
 
And I'm fully aware of how frustrating that sounds.

But don't overcomplicate is the point. Look for some solid observation first. And then work out what that observation means.
