I've actually resorted to setting my S7 to 2G/4G only mode now instead of 3G/4G only which i was so proud to have discovered after first rooting my S4 many years ago
In the old days it was trivially easy to reprogram (or accidentally erase) your IMEI number and I accidentally made my phones IMEI into 000000000000...etc. once. All the networks accepted it.
Would be pretty hard to identify the device type with a null IMEI

Tbh you can still get SIMs trivially easily without ID here. They're supposed to ID you in stores but there's plenty of sites where you can just mail order a pack of free SIMs without proof of anything
And heck, if you're going in with criminal intent you could just grab one off the shelf and walk out without going to the till. They don't need activating anyway
