yawn, either change this file using something other than php (and so less memory usage), or filter the file to only load like 300 rows at a time, convert them, add them to the csv, and carry on

If it's XLSX, you could conceivably treat it as a ZIP and manually poke around in the XML

That would be a huge pain to implement but might be faster than loading the whole thing
