So... some research on this and other flashlights being export-controlled...

It looks the item is considered "dual-use" and subject to EAR.
This means it cannot be exported to certain denied persons or countries such as Syria.
 
@bwDraco What is the other use?
 
"Dual-use" means the product has both civilian and military applications. Such products may be export-controlled under EAR. The more stringent ITAR regulations do not apply here.
Hence, there's not exactly much to worry about unless one were to bring such a light to some hostile nation or entity...
 
@bwDraco Are they referring to the strobe? Otherwise it is just a standard torch (UK for flashlight).
