Specifically, if the comment is by a moderator and was made within 30 minutes prior to the post being deleted or after the post was deleted, then the comment notification is retained, even if the user notified can't view that deleted post. If the user can't view the deleted post, then they are only able to see the portion of the comment that shows up in the inbox. I suspect that you could see the complete comment in the global inbox or via the SE API, but didn't test those when I've been on the receiving end of such a comment.

I bet it would be easier to make a file that keeps track of all watches in PR, as I assume going through PRs would be harder than just querying a file
This could become an issue if something is watched, then PR approved, as creating duplicate records in the watched keywords file will cause the build to fail

@Dragonrage Considered trying to do this. Digging deep into a PR's commits' diffs was somewhat difficult (for me), and the solution I came up with was absurdly hacky and wasn't even implemented in a local SD instance.
However...
I did make this PR that'd let folks close their own PRs assuming they're the ones who submitted them.
I also tried looking at that, but didn't get as far as Spevacus did
You have to hit the GH API once to get PRs, and then again to hit specific commits and get their changes, and parsing those is annoying.
I can maybe try it again, but there's a bit of a "Okay, how much effort is too much?" question I'm asking myself when a blacklister (or, hey, the PR author themselves if my PR is merged!) can just fix any problems created by such a conflict in a command or two.
Would the file method I mentioned above be useful?

@Spevacus Given that SD is the one creating, merging, and closing those PRs, probably 99% of the time, and SD knows exactly what is being watched/blacklisted without needing to parse the PR, it's probably sufficient to just keep a list internal to the SD instance of ones it has opened, but hasn't closed (with checking for the PR having been closed every once in a while, perhaps on reboot, if status is kept across reboots).
