I tried searching on MS, but it's taking ages. I'm not sure if that's because this is an expensive search, or MS is just acting up. Other searches seem fine.
I would have expected it to catch 10 of those words if it's a phone number, not 9. Also why doesn't it catch zero, one, or two anywhere but for the first digit?

@SmokeDetector Odd. Account is 7 months old, and they suddenly posted 3 answers (one on SO, one on Android, and one on SU) promoting AceThinker. Probably spam, based on the style of many of the other hits for this product.
@Cerbrus In case no one replied to this: I'm not sure what you mean by Meta SO mod, did you want that post to be reported to Smoke Detector? In general, you can just raise a custom flag and it'll get handled.

@SmokeDetector The OP's username, combined with the low number of Google hits for "TcaplusDB" makes me suspicious that this actually is spam, but that the spammer just failed to include a URL or contact info. However, that doesn't change the fact that we should assume good faith. There's just not enough information available to say this is spam.
