@user227432 The post was certainly NAA at the time of the report due to being link-only, but it's not spam because it's relevant to the question and not promotional.
@Mast Interesting indeed; I'm not sure. It's not the first time this user has started a post with an unhelpful contextual link (although that time the link was to Wikipedia)
@Makyen That pattern looks like it's already caught by Potentially bad keyword in answer and Potentially bad keyword in body; append -force if you really want to do that.

@NobodyNada Same user got their account nuked for posting something similar on Meta SE. Here's a screenshot of the body (>10k link on Meta SE: meta.stackexchange.com/q/352637/622284). Doesn't look like spam, almost looks like a legitimate site recommendation question.
@ThomasWard here's one for you: what physical hardware is involved in running Smokey and metasmoke that you wouldn't otherwise be using (i.e. servers included but not stuff like networking gear that you'd have anyway)
