unrelated, importing the sanitized backups is evil and not completely sanitized when we come to abuse reports/comments/etc.
because those still sometimes have user names in them
but the actual user data seems to be cleaned. This was not fun to see during the import of the sanitized though:

Sounds like the way to go. Fortunately, SE IP rate-limit blocks aren't for all that long, at this point. So, it probably should self-correct, unlike that period, a year or two ago, where once SE blocked something it was never auto-removed from the block list.

@NobodyNada ROs and moderators can see deleted messages: the SOCVR Archiver (install), adds a variety of features for ROs and moderators, including seeing deleted messages in both the main chat view and transcripts. The default is to see them upon hover, but you can click on the eye icon to display them inline.
It also adds a manual move list, to which you can add messages from the chat room, transcripts, searches, or user pages, which can then be moved to a limited set of predefined rooms (e.g. trash). The list can be configured (currently by changing the code) on a per-room basis, if you choose (a couple of trash rooms and Charcoal Test are predefined for CHQ). It's main archiving functions, which are used in SOCVR, are disabled in here, because CHQ doesn't do such archiving.

I actually had a script a few years ago to find deleted messages in transcripts but I never published it anywhere (since I'm explicitly not supposed to have access to that), and eventually it was lost in a browser upgrade. It was useful enough that I was planning to rewrite the script at some point, but now I don't have to do that :)

@NobodyNada np... Huh... I didn't know there was a specific choice to not show that information to ROs (until recently, I didn't know deleted stubs were shown in transcripts to moderators). At this point, it's way too late to put the genie back in the bottle. I guess they could disable the capability, but that would mean not being able to see them in chat rooms too, when you scroll back. Oh well.
I'm sorry to hear that you lost the code you'd written. I'm glad that I've been able to save you the effort of recreating it. :)

@Rubiksmoose Not a problem at all! The first view is GitHub's HTML view that provides repository information, syntax highlighting, etc. In order to actually install the userscript you have to download a plaintext .js file, without any HTML markup/formatting.

@NisseEngström None that I can find, not that it's super important. I get the impression the answer is "trolling and question/answer ban evasion."
They're also apparently either underage or bad at math ("my main account is banned for longer than I've been alive" with a link to an account that's banned until 2030), but that would generally result in the account being deleted, not suspended.
