@tripleee I can't find the Timezone chart that was in The Tavern the last couple of days, as for India that you mentioned (while searching for the aforementioned 'heart shaped' timezone comparison chart) I came across this:

@tripleee Maybe it's a coincidence, but the question is about registering a .ml domain (Mali) at the www.freenom.com domain registrar (Netherlands) which is one hour timezone difference. If you take Undo's graphic and rotate it by the difference between the user's claimed location and where they claim they want to register (5 1/2 hours) it appears as though they want the domain for after working hours maybe I'm overanalyzing this to support my hunch.
