Watching is fair game for just about anything. It doesn't cause autoflags. Just be prepared for it to be removed if it generates too many fp's

@K.Dᴀᴠɪs Watching certainly contributes to autoflags. There are multiple people that have autoflag conditions that are based on the number of reasons (3 reasons is probably the most common of those). Thus, you should consider it when watching. It's true that it's significantly less of a concern than with blacklisting, but it's not negligible. In the past, it has specifically been used to cause autoflagging in some spam/R/A waves.

Here's a thought, prompted by recent discussions of databases. What if we used a database to store blacklists, watches, notifications, etc etc - but instead of every instance maintaining a database and syncing between them, they all connect to one central database?
Stability isn't a major concern with that - a MySQL server is ridiculously stable, so you'd really only have to account for network blips, which is easy enough by caching the results locally.

I have to keep a MySQL server alive on EC2 for stuff I run there anyway. I could easily open 3306 through the firewall and make a Smokey DB user for access to just that database.
