NAA goes to review queue for 2K users who will feebly vote to delete, no penalty to the user.
If such a user should be nuked (which the mod seems to agree with), then NAA isn't appropriate.
I had a discussion for what flag to use for those situations on the SO Close Vote Reviewers: chat.stackoverflow.com/rooms/41570/conversation/what-flag
It's site dependent. On SO you can use rude/abusive for those, and a mod won't decline. Elsewhere, usually not.
Atleast moderators also review the NAA and the low quality posts sometimes

I don't know that. For all I know, NAA goes to be handled by 2K users. After that it's dismissed.
I don't consider NAA and VLQ as "moderator intervention required" flags
But, sure there are sites where review queue barely does anything in terms of LQ posts, and they routinely go to mods.
I have seen declined NAA flags on my stackoverflow profile with differed messages, something you cannot do using the review queue's
"I don't know that" was an unclear rhetorical bit on my part. I know what mods do; I'm saying I can't assume that my NAA flag will be seen by a mod.
