Yes, that's what I thought. But the module in which it could be compared (bodyfetcher) doesn't import the chat-posting things, if I'm reading things correctly.

tpu blacklists the user, but only per site. It's a toss-up whether this should be done about programming questions asked on meta; such users are not likely to post anything good; in practice they never post again.
