@CodyGray Yes, exactly. I agree that the way the SE API works is ... sub-optimal, but it's what we've got.
 
The only alternative would be to maintain a big table with the current ID mappings. That might be better for performance, but a maintenance nightmare, given that we've seen how readily SE devs decide to change these flag IDs.

@CodyGray The SE API explicitly says that the numeric IDs used are subject to change, and may be reused, so there's basically no guarantee that having a list of IDs would be useful, and might, potentially, result in incorrect mappings.
OTOH, the list of text names which you need to match against has remained constant, and as long as you require an exact match to those, then the worst thing that would happen is that your code just wouldn't be able to flag until you updated what you're matching against.
If interested, I list the strings that should be matched in a self-answer to What are the top level question & answer localized flag_option titles? Ironically, a user who used to be a Stack Apps moderator basically objected to the same issue of not wanting to use the text. They left comments on that question effectively amounting to "don't bother with knowing these; push for a fix to the SE API and just use the IDs you manually determine, but which might change."

@gparyani At this point, it needs a complete re-review, including full testing. IIRC, I've put in ~12 hours reviewing, testing, and working with the author improving that PR (or maybe it was one of the other PRs; they blur together a bit, and there was some overlap). The main issue, from my POV, is blocking out time to do so and getting motivated to get back into it.
 
@CodyGray some of it could absolutely, though there are whois providers which simply don't support the required protocol
back when GoDaddy still provided more details through their web interface it made sense to at least decide for each domain whether you could get more information by other means than trad port 43, but that window has now closed
